El Secretario General asiste a la ceremonia de inicio del proyecto de zona urbana multipropósito de casi 99 billones de VND

Sáng nay (2.2), Thành ủy, HĐND, UBND TP Hà Nội phối hợp Liên danh các nhà đầu tư tổ chức Lễ khởi công Dự án Khu đô thị đa mục tiêu Bắc Thăng Long Urban City (xã Phúc Thịnh).

Dự lễ khởi công có Tổng Bí thư Tô Lâm; Ủy viên Bộ Chính trị, Bí thư T.Ư Đảng, Chánh Văn phòng T.Ư Đảng Phạm Gia Túc; Ủy viên Bộ Chính trị, Bí thư Thành ủy Hà Nội Nguyễn Duy Ngọc; Ủy viên Bộ Chính trị, Bộ trưởng Bộ NNMT Trần Đức Thắng; Phó Thủ tướng Chính phủ Trần Hồng Hà; các đồng chí Ủy viên T.Ư Đảng: Bộ trưởng Bộ Xây dựng Trần Hồng Minh; Thượng tướng, Thứ trưởng Bộ Công an Nguyễn Ngọc Lâm, Phó Bí thư Thành ủy, Chủ tịch UBND TP Vũ Đại Thắng; Phó Bí thư Thường trực Thành ủy Nguyễn Văn Phong...

Dự án khu đô thị đa mục tiêu Bắc Thăng Long Urban City có quy mô nghiên cứu khoảng 699 ha, quy mô dân số khoảng 200 nghìn người, tổng mức đầu tư khoảng 99 nghìn tỉ đồng; cùng với “Dự án đầu tư Khu đô thị đa mục tiêu tại xã Thư Lâm, xã Đông Anh” có quy mô nghiên cứu khoảng 696 ha, quy mô dân số 200 nghìn người, tổng mức đầu tư khoảng 60 nghìn tỉ đồng.

Hai dự án nằm trên địa bàn 5 xã Thiên Lộc, Phúc Thịnh, Mê Linh, Thư Lâm, Đông Anh có thời gian hoàn thành dự kiến đến năm 2032. Trong đó, nhà ở tái định cư, nhà ở xã hội, nhà ở công vụ, nhà ở thương mại, nhà ở tạm cư và các trung tâm hành chính, trung tâm tài chính, trung tâm công nghệ cao, thương mại dịch vụ, trường học, bệnh viện… được bố trí hợp lý, tạo thành khu đô thị đáng để sống và làm việc, hướng tới mục tiêu phát triển đô thị bền vững, bảo đảm nâng cao tiêu chí, tiêu chuẩn, định mức kỹ thuật, hạ tầng cây xanh.

Dự án hình thành quỹ nhà ở đủ lớn để phục vụ di dân nhằm giải quyết bài toán giải phóng mặt bằng (GPMB), tái thiết đô thị với quy mô lớn để triển khai mở rộng các hệ thống trục đường giao thông quan trọng như Trục đại lộ cảnh quan sông Hồng, các tuyến đường vành đai 1, vành đai 2,5, vành đai 4, các tuyến đường hướng tâm và các dự án đường sắt đô thị cũng như các dự án trọng tâm trọng điểm mà TP Hà Nội đang quyết liệt tập trung triển khai.

Speaking at the ceremony, Chairman of Hanoi People's Committee Vu Dai Thang affirmed that this is a project of particular importance in the strategy of rebuilding and developing the Capital in a green, smart, modern and sustainable direction. From there, contributing to the formation of multi-purpose, multi-functional urban areas that are synchronously planned, meeting the rapid but sustainable development requirements of the Capital in the new period.

Multi-purpose urban areas are developed according to the main orientations: diversifying housing types, including resettlement housing, official housing, social housing, rental and commercial housing; ensuring synchronous technical infrastructure, social infrastructure and smart cities, fully meeting the needs of people's living, studying, health, culture - sports.

The project has convenient traffic connections, synchronous infrastructure inside and outside the urban area; creating jobs, stable livelihoods, improving the quality of life; controlling investment costs, reducing costs, and increasing people's access to housing.

Hanoi City has selected investors with sufficient capacity and prestige to implement the project. The projects are implemented with a consistent orientation of strongly applying modern science and technology in planning, design, construction, management and operation; developing smart city models, applying advanced standards in infrastructure management, transportation, energy, environment and urban service provision.

The construction investment process will prioritize the use of new, environmentally friendly materials, apply advanced norms and technical standards, ensure quality, safety, energy saving, adaptation to climate change and long-term sustainability of the projects.

The Chairman of the City People's Committee affirmed that the City pays special attention to the human factor and livelihoods of the people, with multi-purpose urban areas not only being places to live but also spaces to create jobs, through the development of service areas, trade, production and business, vocational training to help people, especially resettlement households, stabilize their lives and increase income.

The practical implementation of multi-purpose urban areas is also a pilot process, testing new mechanisms and policies "a form of institutional sandbox" in urban management and development.

Based on practical summaries, Hanoi City will proactively report and propose to the Central Government to consider completing and amending the Capital Law and related regulations, creating a more synchronous and transparent legal corridor, meeting the requirements of rapid and sustainable development in the new period.

The commencement of projects today will contribute to forming a large enough housing fund, serving resettlement, social housing, public housing and creating a premise for synchronous deployment of key transport infrastructure and technical infrastructure projects of the Capital.

Through this, the city aims for an urban development model built by the State, led by businesses, with an efficient operating market and people being the beneficiaries, in line with the spirit of Resolution No. 79-NQ/TW of the Politburo.

More importantly, the simultaneous implementation of two projects concretizing the Capital's General Plan with a 100-year vision, clearly shows the political determination of the City in bringing the Resolution of the 14th Party Congress and the Resolution of the 18th City Party Congress into life, in accordance with the direction of General Secretary To Lam "Hanoi has said it will do it, do it quickly, do it right, do it effectively, do it to the end", Mr. Vu Dai Thang emphasized.
