Các địa phương tạo mọi điều kiện thuận lợi để người dân tham gia bỏ phiếu đầy đủ, bảo đảm thực hiện quyền và nghĩa vụ công dân; đồng thời, chú ý quản lý, hướng dẫn cử tri vãng lai trên địa bàn thực hiện quyền công dân; tăng cường công tác tuyên truyền trước, trong và sau bầu cử; nâng cao cảnh giác, bảo đảm an ninh, trật tự.
