The Party is in the hearts of the people, not just in resolutions

Nhận nhiệm vụ Bí thư Chi bộ 6D từ đầu năm 2025, ông Trương Hữu Cung - cán bộ quân đội về hưu - bắt đầu công việc không phải bằng việc rà soát hồ sơ, sổ sách mà bằng những chuyến đi bộ vào từng hẻm, gõ cửa từng nhà dân.

Theo anh Nguyễn Quốc Tuấn - Phó Bí thư Chi bộ 6D, chính sự thay đổi từ cách tiếp cận đã tạo chuyển biến rõ nét trong mối quan hệ giữa Chi bộ và người dân.

“Trước đây, có người thấy Chi bộ là ngại, vì nghĩ tới vận động, đóng góp. Giờ thì đã khác. Khi Chi bộ lắng nghe thật sự, làm những việc thiết thực, người dân tin và chủ động phối hợp. Niềm tin ấy là nền tảng quan trọng nhất”, anh Tuấn nói.

Chi bộ 6D hiện quản lý địa bàn gồm 5 tổ dân phố, hơn 1.000 nhân khẩu, trong đó có nhiều khu nhà trọ, homestay xen kẽ khu dân cư lâu năm.

Right from the beginning of 2025, the Party Cell agreed on the viewpoint: Not mobilizing to collect money from the people, all activities are based on the will, internal contributions of party members and the consensus of the people. Lắng nghe để thấy rõ từng hoàn cảnh, nguy cơ

Việc “đi từng ngõ, gõ từng nhà” giúp Chi bộ nắm rõ từng hoàn cảnh cụ thể, từ các hộ khó khăn đến những điểm tiềm ẩn nguy cơ mất an toàn, nhất là nguy cơ cháy nổ tại các hẻm sâu, ngõ hẹp.

Từ thực tế đó, Chi bộ 6D triển khai mô hình “mỗi hộ dân ít nhất một bình chữa cháy”, theo hình thức hỗ trợ 50-50 nhằm giảm bớt gánh nặng cho các gia đình khó khăn. Chi bộ phối hợp với lực lượng Cảnh sát khu vực khảo sát toàn bộ địa bàn chuẩn bị lắp đặt hệ thống camera an ninh tại các hẻm.

The clearest mark in the "listen to the people to do" approach is the story of upgrading and concretizing alley 45 Pham Cu Luong. Before construction, many households were concerned because they were worried that the roadbed was higher than the house foundation, easily causing flooding when it rained heavily.

Instead of implementing according to the initial plan, Party Cell 6D directly worked with each household, recorded opinions and exchanged them with the construction unit to adjust the roadbed elevation and supplement a drainage system suitable to reality.

Mr. Pham Ngoc Vinh - a long-time resident of alley 45 Pham Cu Luong - said that at first, people did not agree to do it because they were afraid of high roads and low houses. The Party cell went to the place, listened to each house and adjusted it to suit. After finishing, they also returned to ask people if there were any inconvenient places. Doing so, people are reassured and no longer upset.

Nếu chỉ dừng ở chủ trương, hẻm 45 Phạm Cự Lượng có thể đã trở thành một công trình “làm xong nhưng chưa yên tâm”. Nhưng cách làm của Chi bộ 6D đã đi theo hướng ngược lại.

From people's trust to Party development from the residential movement

Song song với việc giữ gìn an ninh, trật tự và cải thiện hạ tầng, Chi bộ 6D từng bước triển khai các nội dung nâng cao chất lượng môi trường sống trong khu dân cư.

Stepping into 2026, the Party Cell plans to mobilize people to hang flowers instead of placing pots in the ground during Tet to keep walkways clear; coordinate to collect garbage by the hour, limiting the situation of leaving garbage in styrofoam boxes in front of houses. These models are assigned to the Veterans Association, Women and Youth Union branches to take on, creating a spread in the community.

Từ những việc làm cụ thể, công tác tạo nguồn, phát triển đảng viên của Chi bộ có nhiều chuyển biến tích cực.Năm 2025, Chi bộ 6D kết nạp được 2 đảng viên trẻ từ chính phong trào ở khu dân cư.

Là một trong những đảng viên mới được kết nạp, chị Trần Thị Như Phương cho biết, chị tham gia hỗ trợ hoạt động của tổ từ đợt COVID-19 đến nay.Khi thấy Chi bộ làm việc gì cũng rõ ràng, nói đi đôi với làm, được người dân tin tưởng, chị mong muốn được đứng vào hàng ngũ của Đảng để đóng góp nhiều hơn cho khu dân cư.

Not only creating a source of party members, the activities of the Party Cell also contribute to adding motivation for many young people in difficult circumstances.

Mr. Do Van Quan - a young man in group 15B - shared that his family is difficult, in the past, he was also self-conscious. But with the attention and support of the Party Cell and mass organizations, he has more faith to strive. This year, Mr. Quan will register to participate in the police duty to train and contribute to the locality.

According to Secretary of Party Cell 6D Truong Huu Cung, democracy is respected but must go hand in hand with discipline. "Listening to the people and party members' opinions and criticisms, but once there is consensus, we must work together thoroughly," Mr. Cung emphasized.

For the first time, excellently completing its tasks and being recognized as a typical collective in the work of creating sources and developing party members, the 6D Party Cell did not start from great things but from a simple way of doing things: Listening to the people, doing the right things that the people need and doing it to the end.
